Forbes Media partnered with Statista on the national survey which asked staffing clients, job candidates (with experience with recruiting firms), and peers (agency recruiters) who they would recommend. In total, the survey resulted in 20,000 recommendations, the firms with the top 500 rankings made the list.

Presented in partnership with Statista, Forbes compiled a list of the best recruiting agencies based on a survey of over 18,000 external recruiters, 3,000 candidates and employers, and 500 HR-managers. The survey asked individuals to recommend up to 10 of the top recruiting firms they had worked with over the past three years. In total, the survey resulted in 20,000 recommendations, with the recruiters receiving the most recommendations ranking the highest. Firms were sorted into two categories. Those in the Professional Search category place employees with less than $100,000 in annual income, while those in the Executive Search category place employees who make over $100,000 annually. The lists were narrowed down to include only the top 250 firms in each set.
