Doing Business With the Government

PROGRAM:

The panel of experts will discuss how to effectively generate business from government agencies and organizations. If you are an entrepreneur or company currently doing business with the government, or are interested in closing a government contract or grant, come hear more on this important topic!

For example, The Space and Naval Warfare (SPAWAR) has three buying locations (Headquarters, SPAWAR Systems Center - San Diego, CA or SPAWAR Systems Center - Charleston, SC). Susan R. Burrows is the Director for the Small Business Program for all locations. Come meet her and listen to the business opportunities available at SPAWAR.

Many companies build their businesses through government grants. One panelist will address the specialized process of writing and obtaining government grants, and will lay out options that are available for entrepreneurs.

Speaking Topic: Miriam Rauch (B.Sc., Physics) founded Nu-Trek 3 years ago with her husband (PhD, Physical Chemistry). The company specializes in radiation detectors and radiation sources, and is developing the first Monolithic Nuclear Event Detector, which is 1/15 the size of the industry standard. It is expected to be incorporated in missile systems such as Trident, GBI, THAAD, and MKV. It also has a number of pending proposals in the area of homeland security. Nu-Trek has been funded by Small Business Innovative Research (SBIR) grants, and in 04 had a win rate of 5:9 (industry average is 1:7). Miriam Rauch will discuss the Nu-Trek business model and will provide tips for winning SBIR contracts.

Bio of Susan Burrows, Director, SPAWAR/PEO C4I & Space Small Business Program:

Ms. Burrows joined SPAWAR System Command August 2004 and assumed responsibility for the Small Business Program, having previously been Deputy at the Command’s System Center, San Diego.

Prior to joining SPAWAR Systems Center, San Diego, Susan was the Naval Sea Systems Command Field Contracting Office Liaison. While employed by NAVSEA Headquarters she provided Head of Contracting Activity (HCA) oversight and liaison support to contracting offices at NAVSEA field activities.

Ms. Burrows began her federal service career in 1985 at the Naval Ships Weapons Systems Engineering Station, California, now NAVSEA, Port Hueneme, as an Administrative Assistant. She became a Contract Specialist in 1989, primarily supporting the NATO Sea Sparrow Program, and was appointed the Deputy for Small Business at that activity in May 1992.

Susan holds an MBA from Pepperdine University, Malibu, California and received a Bachelor of Science degree in Business Management from the same University in 1979. She is a member of the Defense Acquisition Corps and National Contract Management Association, Executive Board member and past Chair of the DoD Western Regional Council for Small Business Education and Advocacy. She is an active member of the National Defense Industry Association Small Business Committee, and the San Diego Supplier Development Council, promoting small business awareness in the San Diego area.

Bio of Linda Whittington, SPAWAR SBIR Program:

Linda Whittington is the SBIR Program Manager for SPAWAR/PEO C4I&Space. Her initial affiliation with the SBIR Program started in 1985 at the Naval Supply Systems Command. Linda claims she "grew up" working for the Navy beginning her career at the Naval Intelligence Command at the Pentagon. However, her most rewarding and challenging job has been her involvement with the SBIR Program.

About Nu-Trek: Miriam Rauch (B.Sc., Physics) founded Nu-Trek 3 years ago with her husband (PhD, Physical Chemistry). They both worked for 20+ years at Maxwell Technologies prior to founding Nu-Trek. Nu-Trek specializes in radiation detectors and radiation sensors. The company is developing a monolithic Nuclear Event Detector (NED) that is 1/15 the volume of the industry standard. The NED is being seriously considered for inclusion in a number of missiles including Trident, GBI, THAAD, and MKV. Proposals for detectors for homeland security and space applications are pending.

Nu-Trek has been supported mostly by Small Business Innovative Research (SBIR) contracts. Revenues have been increasing steadily and are expected to exceed 1.5 million/year in its 06 fiscal year (starts June 1, 05). It has received contracts from the Defense Threat Reduction Agency (DTRA), Missile Defense Agency (MDA), Navy, and NASA. Nu-Trek has a 1:3 win rate since it was founded and in calendar year 04 had a 5:9 win rate. In comparison, the national average is approximately 1:7.

In addition to very hard work and luck, Nu-Trek credits its success to: (1) Building proposals and projects around user needs; and (2) Teaming with the best in the business. For example, in 05 Nu-Trek expects to issue subcontracts to large corporations such as Lockheed-Martin, Boeing, Rockwell, Honeywell, and SAIC as well as University Professors from San Diego State, Texas Tech, and Fisk, as well as a number of consultants all of which are in the forefront of their respective fields.

Bio of Carey Harrington, CCAT Info.:

Former Program Administrator for the Center for Commercialization of Advanced Technology (CCAT) in San Diego and San Bernardino. CCAT is a congressionally funded program tasked with the identification, selection and funding of technology for Homeland Security. Carey was responsible for the coordination of the solicitation process among other duties.

As President of Harrington International, Carey acquired SBA- SDB certification and was listed in government procurement databases as well as in the Navy Potential Contractor Program. Harrington International provided technical translations, English/Spanish, international technology transfer, technology commercialization, technology assessments, and market intelligence. Her clients included Eli Lily/Galbreath Kite, GTE, Orincon International, numerous Small Business Development Centers, California Community Colleges and the San Diego Defense Conversion Center.

Providing award winning community service throughout her career, Carey has served on numerous non-profit advisory boards, and is currently on the San Diego Board of Directors for the Forum for Women Entrepreneurs.

Carey graduated from the University of Redlands with a BS in Business Administration. She enjoys fishing, her biggest catch to date is a 520 lb blue marlin off the coast of Kona, HI in 2003.
